The owner/operator of Cut Outs Design is Lorraine Oliver, a professional seamstress, who has spent the past six years adapting her clothing designs to help those with mobility issues maintain dignity and enjoyment of their appearance.  Her creativity is evident in the company name that came to her one day when she was reminiscing about childhood and dressing paper dolls with cut out clothing.
